Need help fixing old datapack

I found this datapack supposedly for 1.20.2 minecraft and wanted to update it. I tried to do all the procedures(updating functions to function, etc) but it still didnt work. I started to get suspicious if the data pack worked at all so i got the original copy and tried to use it on 1.20.2 and it let me run the function command on the functions of the datapack, something I couldn't do before, but it still didn't work. At this point im not sure if the datapack ever worked or if I am just messing something up. SafeZoneHardcore_10Lives_MaxHealthPenalty is the og, and the other one is the one i modified.
