Have i set up my tags folder wrong for 1.21.4?

Trying to add armor to a tag file so i can use it for recipes, ive tried messing with file names and ive used misode.github on 1.21.4 for item tags. ive even downloaded taglib to see how its done with that. but for the life of me cannot get it working.
ive tried setting replace and required to true and false in a mixture of ways.
