adding a datapack to a server

hi there i need some help adding 2 datapacks to a server. they both come in a zip file with the datapack zip and a resource pack zip. How would i go about uploading these, ive tried merging the resource packs but when i try turn it into a URL to upload it into the server.properties file it says its invalid. im pretty new to this and have just been trying to branch out with adding data packs but i cant find anywhere that shows me how
