need help with tellraw/title in datapack

first, i was wondering if i could use /tellraw or /title to display scoreboards kinda like {"score":"Money"} idk if thats possible. and second i was wondering when i use /title actionbar could i change the placement that the title is instead of it being above the hotbar, maybe to the right of the hotbar? if you could help it waould be greatly apreacted THANK YOU!
