Can you create custom recipes out of custom items?

Hello, just trying to get an answer since I can't find it anywhere. Im trying to make a custom tool upgrade, using a custom ingot and custom template I made. However, idk if this is even possible, as I cant find a way to add components to recipe components. Does anyone know if this is possible?
