Jigsaws aren't working for my structure

I have been at this for hours. Watched countless tutorials and still I haven't been able to make it work...
I have a big structure (outpost entrance) that generates another structure (elevator) using jigsaws. 
The first part I got covered, the structure (entrance) generates, but the other structure (elevator) does not and I have no idea why..
Any help is appreciated..
