Jigsaw Troubleshooting

Having an issue where I can't seem to get jigsaw blocks to generate a template, I press generate and nothing happens, also if I try to run the place jigsaw command it returns an error that the jigsaw failed to generate.
pretty sure I have the correct file structure
-namespace
    -worldgen
        -structure
        -template_pool
(Attached images up facing jigsaw is inside the structure, the down facing one I'm trying to use to generate the template)
