Enchantment Stuff

Hey, so I wanted to make it so level 1 enchants are basically level 30, because I think that loot tables are based on enchantment levels so I can't just make it so every Sharpness 1 Item (for example) is Sharpness 5, not sure how to go about this, but let me know if you have any ideas.
