(1.21.1 - Fabric) Custom Datapack not showing in list

Howdy!
I'm working on a custom datapack to rebalance certain armor sets and mechanics in my custom modpack, along with change some crafting recipes. I've never done this before, but closely followed instructions from the wiki page for Datapacks, along with the mod devs' instructions or advice for tweaking their mods with datapacks. However, I can't get the datapack to show up in game at all! My pack.mcmeta file seems to be fine and I've made the file paths match other datapacks I'm looking at. The only thing I can think of at this point is that the datapack is trying to do too much? I don't know. I can provide logs, the pack, modlist etc.
