Structure not generating or placing

Hi, I have an issue with structures not generating or placing. I made a simple structure file that places a structure rarely in the world, and while the world loads normally and I can locate and /place my new structure, the structure does not appear in the world. I am extremely confused as I have done this before and the file system should work the same way. I am on version 1.21, I have tried many tutorials and tested other packs, but no luck Does anyone know why my structures are not generating? I have changed every single file, replaced the .nbt structure file, still nothing appears
