Timekiller datapack

So I'm trying to get this data pack working but nothing I try doing works https://www.mediafire.com/file/x9xcmocezsyp0qx/timekiller.zip/file
am I doing something wrong or is it broken? 
it clearly pops up on the data pack list but even when I reload and start a lan world it still doesn't work
