execute if score troubleshooting

execute as @a at @s if score @s time = 36000 time run title @p actionbar {"color":"green","text":"Blah Blah Blah."}
This is not working.
For context, I have set up one scoreboard value called time. When it reaches 36000, I want it to trigger the command.
