Datapack: Disallow bookshelves from empowering enchanting tables

I wish to create a datapack that (among many things) makes bookshelves not empower enchanting tables (so that the tables are weak at all times), but I couldn't figure it (and those other things) out for the life of me. For now, I just want to focus on nerfing bookshelves. How might I tackle this?
