is it possible to make a feature that sends a message when you enter a certain text in the chat

i have a server with many scoreboards and stuff which records the kill count of monsters killed by players and gives a buff to players with  a certain score of a monster kill.
im trying to make a feature that lists the score of a player when he/she enters a text in the chat (just like a command, like /scoreboards players get  @s) 
not only scores, but also certain info about the server exclusive tools or weapons
upon entering another text.
is it possible with in game commands?
