Stopping enderman from moving blocks

i would like to stop enderman from taking blocks and palcing them, i know that there is a block tag file in minecraft called "enderman_holdable" or something like that, ive tryed to delating the blocks in that file and write replace: true on top of it in my datapack but it dosent works, any suggestions?
