Can you set a Custom Cloud Height?

I am creating a datapack that expands the depth taken up by caves and the Ocean. To do this, I have set the sea level to Y = 128. This makes clouds far too close to the ground, so I would like the change the height they appear at. Is this possible, and if it is, where is it set/changed?
