Instamineable deepslate with effieciency 5 netherite_pickaxe and haste 2

Hey! My datapack for instamining deepslate isn't working 😕 I'm trying to make deepslate instamineable specifically with:
Netherite pickaxe with Efficiency 5
Haste II (amplifier 1)
Here's my loot table - clearly something's wrong but I can't figure out what:
