Question regarding enchantment tables

Would it be possible to add an ability to enchant normal golden apples via an enchantment table (just 1 enchantment would be enough)? And, if possible, would it be possible make the following: 1. The enchantment table would require max amount of bookshelves around it for it to work? 2. The player would need to have at least 35 levels to enchant it? 3. The enchantment table would take, let’s say, 4-5 levels (or more), instead of 3? (It would be used to make an enchanted golden apples, aka Notch/God apple with a datapack detecting the normal golden apple with enchants, and then replacing it with god apple)
