drowned reinforcements

Hello. I'm relatively new to datapacks. Only made loot table ones etc. 
I tried to make a pack that brings back the zombie reinforcements from the drowned like before the bug was fixed ( where drowned summon regular zombies). I don't really know how to approach this.
