Use Pack Filters to remove recipes from another datapack

I have two datapacks that are designed to be played together, Pack A and Pack B.
I would like to have some of the Pack A recipes removed/disabled when it's played alongside Pack B.
My initial thoughts were to use pack filters in the pack.mcmeta for Pack B to disable the recipe files in Pack A. But, is this even possible?
