Surface Rule

He’ll, I would like to replace the surface with a vertical gradient of snow, but I can figure out how to put it above the grass and dirt blocks. For example, below the picture shows Minecraft terrain, the first blocks are grass, then dirt. And the black is all snow. How do I put the snow above the grass and dirt top layer
