I want to make part of the world custom/premade and the other part randomly genrated

I can use mods on 1.20.1 if it needs to, i want to make the player spawn like in a big city but every thing outside the city generated randomly like any other world alos i want that randomly genrated part to be random for every player and not just a seed.
