Structures-Only World

Hey, I’ve been working on a 1.21 data pack that uses the noise settings to make all non-structure blocks air. I’ve got aquifers and ore veins disabled but there’s still a little lava appearing at the bottom of the world. I’ve tried a bunch of stuff and nothing has changed it. Any idea why that might be generating?
