how do i make a dimension

i wanna make a dimension that's like the overworld but always night and kind of like the farlands where it's all fragmented, i want it to still spawn structures and mobs like the overworld though, how do i do that? i don't really know anything about datapacks, just really basic knowledge about minecraft commands.
