goat horn cooldown

how can i make goat horn cooldown much longer?
/give @p goat_horn[instrument="minecraft:ponder_goat_horn",use_cooldown={seconds:30,cooldown_group:"tf2map"}] 1
i tried this and it wont work, but will for pearls
