datapack isn't datapacking

i added a new mcfunction file into the datapack, named send.mcfunction
it was meant to send a tellraw message but when i loaded into minecraft it was not in the /function list. i already have saved the pack several times and i also have done /reload several times, but it still doesn't show. What do i do?
