Need help with understanding syntax

I have been wanting to make some datapacks and know some syntax from the wiki but cant figure out what this means "chance": { "type": "minecraft:enchantment_level", "amount": 0.25 }, i know this has to do with random chance but what does the type part of this mean and what would increasing the level do to it
