Nbt data for entity spawned from an item

So i want to make a nogravity arrow item but for some reason i cant add the tag using entity_data={id:"arrow",NoGravity:1b}. ive read about it on the wiki but wasnt very helpful. another thing is that i have no idea how does implementing tags work in /summon command i always mess it up. any ideas?
