Causing a command to be run on a block when it is right clicked with an item

I'm hoping to make it so that a function is run at the coordinates of an end rod when it's right clicked by a compass. I did find a datapack that did something like this (Copper Wiring) that I was hoping to use as a reference, but it is looking a bit too complicated for me to decipher. Can somebody walk me through how you might do this?
