Summoning dragon fireball with collectable dragons breath

It seems like it's not so easy to do this if the dragon isn't around, From testing it seems like it allows you to collect dragon's breath based on the area of effect clouds owner being an ender dragon. But I'm not really sure how exactly it works so was wondering if anyone had more concrete details
