Enchantment Provider

Putting a copy of on_mob_spawn_equipment in pillager_spawn_crossbow (With a changed set of tags) isn't changing enchantments placed on a pillagers crossbow when they spawn, even though that's what the wiki describes it as doing here : https://minecraft.wiki/w/Enchantment_provider
