Applying "Speed" effect as an armor enchantment

I'm trying to make an enchantment that adds "speed" effect when a mob attacks the user who has the armor with the enchantment, i inverted the order, this one didn't give the effect and the victim and attacker, just gives the effect to the dangerous mob. Help
