Enchantment appears in creative, but not even if specified?

I am trying to make a new enchantment called sculk smite for my creatures datapack since it's gonna add a few sculk mobs, my enchantment works I've tested it, I can /enchant get it from the creative inventory but it won't work through a loot-table ? I've tried multiple different rarities This is meant to spawn in ancient cities. ^_^
