ender axe

hello i am making a data pack with some ability's
and i am facing some problems
1- I have an ender axe that i would like to master the teleportation ability  i want to know how to master the ^ ^ ^ range to be 50 blocks
2- i want in game advancments to reward the player with the axe and some more items i was thinking maybe  sneak 100 would unlock it is there anyway to do that
