Datapacks and Tool Tiers

I've found a few mods that add Copper Tools and Armor.  I'm familiar with mineable tags and such, but am uncertain how much of this can be added/deleted/etc using Datapacks.  What would be the best way to approach adding a new tier that can't mine iron-level blocks?
