Custom enchants can stack again on tools

I had it working where customs enchants can not stack on tools/armor, but now they suddenly can stack again. I tried to make it easier to use and edit different tags by seperating them into categories and then making a tag that pulls those tags together to create an exlusive set on tools, but for some reason this didn't work.
