Cooldown Help

How can i set up a cooldown for custom abilities like this? (Image) In the image, this dragon head shoots dragon fireballs when right clicked But it shows like a Shield cooldown when hitted by an axe ( Shield disable ) i want to add this coolown for an Wither Skull Head that shoots wither skulls when right clicked, that i already created, but idk how to set up this cooldown
