Dynamic Lights on a helmet

Is there a way to give a Helmet the same effect you get when you use either Optifine or Dynamic Lights and you hold a torch in your hand? I'm hoping to create an enchantment that gives you the same visual effect, but doesn't actually create light updates for a server.
