Trying to make a custom enchant about mining blocks and xp

I was trying to make an enchant called harvest_wisdom and what it is supposed to do is when you mine a block ( crops ) with a hoe you can get xp. idk what i did to mess it up but i did use misode generator to help make this enchant. ima post the .json contents down below
