Is there a way to unenchant an item or overwrite its enchantment?

trying to make a skill  that levels up as time goes on, so it can enchant with level 1 enchants at first, but eventually up to level 5, but i can't use /enchant on a already enchanted item with lower level of enchant so is there a way to fix this?
