item cooldown

If i want to add a cooldown like on the goat horn or the ender pearl is this possible ?
I think i already read that it was impossible
Is this even possible to change the sprite only in the bar ? 
If it is not possible, does someone have an idea of where i could put a little cooldown ? (the action bar is already taken)
