Loot Table Issue Not loading 1.21

Im having an issue with the loot table not working correctly, This is a completely new loot table with no connection to the minecraft folder and doesn't change anything, its put into a namespace called "test" and the loot_table is spelt correctly. The file is named ghoul.json and ima post the code down below. Used misode to generate the code seen and nothing popping up in the code that would say it couldn't work. The version used is 1.21 Java Version
