Any way to make a datapack apply by default?

With or without mods, that's fine.
I'm just trying to make a simple modpack with some custom structures and I can't find any good, fabric mods for custom structures (if anyone knows of one that's 1.20.4+ please tell me), so I decided to use datapacks!
Is there anyway I can always apply a datapack with structures in it? Is there a workaround?
