summon tipped arrow

I am trying to use /summon arrow ~ ~1 ~ {Potion:"minecraft:strong_harming"} or /summon arrow ~ ~1 ~ {CustomPotionEffects:{id:"instant_damage",amplifier:1,duration:100}} but nothing works
