Problem with structure placing?

its "placing" but the blocks dont place.
the output says everything is fine but the structure wont acually place down?
i've resaved the structure and the problem is still happening.
i dont know whether its something like the template pool or like my nbt files are just corrupting? if someone could help out that would be greatly apprieciated.
