Enchant Stick in Enchanting Table

I'm messing around with custom enchantments and I'm trying to get my custom enchantment to appear on items that don't normally have any enchantments, I was wondering if this is possible. I can get the enchantment to appear on swords but I need to add some nbt data to the item (food=... so that I can detect on right click) but I cant modify the players selected item so I would have to see what item they are holding and replace it with a new one with the nbt. But swords can have so many enchantments that I would like something new that can only have 1 enchantment (that being my custom one)
