Whats the best way to make a quest system?

Just tryna have villagers give ppl quests using datapacks/commands but i dont really know what/how to do it so that they get "recorded" and so ppl can actually check to see what they have started and wutnot. Is there a good way to do this with datapacks/commands or would it take too long?
