Enchantment with cooldown/timer bar

I have never done something like this before, but I would like to have a enchanment ex:(Recharge) that stores up energy when mining and shows how much energy is stored in a bar above the hotbar, then when it is released it goes into something like a cooldown phase where it cannot be used again for some time
