Eating without being hungry

Is it possible for a player to eat while having the hunger bar full? I'm trying to make a PvP mini-game and I gave every player saturation so they don't get hungry, but I want players to be able to eat a specific food to get certain buffs, problem is they can't eat while having a full hunger bar. Is it possible to change this?
