Forge Tool Tier Ordering

I am not sure if this is the right discord for this, but it seamed reasonable.
I am working on making a modpack for forge 1.20.1 and have run into the issue of there not being branching progression of pickaxes.
Basically i am wondering if anyone has experience with and would be willing to share an example of a "item_tier_ordering.json" datapack, for use in specifying the order in which tool tiers will be ordered in a modpack.
